5 Questions to Ask Before You Accept a Cheaper Wheel Stop Quote
If you've got two quotes in front of you and one is noticeably lower, the honest answer is that you probably can't tell them apart from the quotes alone. Most wheel stop quotes list a model, a quantity and a price. Two units described the same way can be built very differently.
We're American Precast Concrete. We pour wheel stops at our own plant in California and ship them out, so these are the questions we get asked, and they're the ones we'd ask if we were buying.
Five of them. Each one has an answer a real supplier can give you in a sentence.
1. What's the compressive strength, and do you test cylinders?
Concrete strength is measured in psi, and the way you know a number is real is that somebody broke a sample to find out. The standard is ASTM C39: pour test cylinders from the same batch, cure them, then crush them in a press at 28 days and record what they took.
What a good answer sounds like: a psi figure, and yes, we test cylinders, here's the report.
What tells you something: a number with no testing behind it, or a shrug. A mix design tells you what the concrete was supposed to be. Cylinder tests tell you what it actually was. Plants that test know their number without looking it up.
This is the most useful question on the list, because everything else about a wheel stop sits on top of the concrete.
2. What grade and size is the reinforcing steel, and how much is in each unit?
Rebar is specified under ASTM A615, and Grade 60 is a specification, not a default. There are lower grades, and there are units with less steel in them than you'd assume.
Three parts to the answer: the grade, the bar size, and how many bars run through the unit.
Why it matters more than it sounds: concrete handles compression well and tension badly. When a vehicle hits a wheel stop, the steel is what stops it splitting. A unit with less steel doesn't look different on day one. It looks different the first time a truck misjudges the approach.
3. How many anchor pins, what diameter, and how long?
Ask about the pins specifically, because this is where failures usually start. Not in the concrete, at the anchor.
You want three things: how many pins per unit, the diameter, and the length going into your surface. Then one follow-up worth asking: what happens to the holes if a unit ever gets replaced? Pins that tear out take a piece of the asphalt with them, and patching that is a real cost nobody quotes for.
A supplier who can answer this without checking has thought about how their product fails. That's a good sign.
4. How many of this exact model fit on a truck?
This one sounds like logistics and it's really a test.
Truckload capacity varies enormously by model. Lighter car stops load in the hundreds. The heaviest truck bumpers load in the dozens. Anyone who gives you a single units-per-truck figure without asking which model you want is estimating, and if they're estimating that, they're estimating your freight.
Why it matters to your budget: delivered cost per unit improves as an order approaches a full load, and an order that spills three units onto a second truck is an expensive way to buy three units. If your quantity is close to a truckload boundary, ask what the next size up does to the total. Sometimes buying more brings the number down.
5. Is this quote for material delivered, or material installed?
Get it in writing, because a good share of confusing quote comparisons come down to this and nothing else.
Material delivered means the units arrive at your site and someone on your end sets them. If you already have a paving or striping contractor on the lot, that's usually the lower-cost path. Material installed means the supplier or their contractor drills and anchors them.
While you're there, ask how freight is handled. Concrete is heavy and you're paying to move real weight over real distance, so it's a meaningful line on a smaller order. A supplier who's cheaper per unit and more expensive to deliver is not cheaper.
What the answers usually reveal
Run those five past both quotes and the gap normally explains itself.
Sometimes the cheaper quote is genuinely the same product from a supplier with lower overheads, and you should take it. Sometimes it's a lighter unit, less steel, fewer pins, no testing, and a freight number that moves after you sign.
The reason it's worth twenty minutes is that the purchase price is the part you see once. Our sales team's notes from customer calls describe buyers who replaced low-cost stops three or four times before switching to something that lasted. Each of those replacements is a purchase order, a crew, a closed section of lot, and patching where the old pins pulled out. None of that appears on the quote that looked cheaper.
Common questions
Is the most expensive quote automatically the best one?
No, and price alone tells you very little in either direction. These five questions exist because the things that separate a good unit from a poor one are all invisible on a quote sheet.
Our lot is all passenger cars. Do I need to ask all this?
Ask 1, 3 and 5 at minimum. Car stops take less abuse than truck bumpers, so the margins are more forgiving, but anchoring still matters and you still want to know whether you're comparing delivered or installed.
What if a supplier won't answer?
Any manufacturer knows their own compressive strength, rebar grade and pin spec. If those answers have to be chased, you're probably talking to a reseller rather than the plant, which isn't disqualifying but does mean nobody in the conversation can tell you how the product was made.
Should I ask for a sample?
It's a reasonable request on a large order and most manufacturers can accommodate it.
